Lift the dial, pull the strap all the way, press the dial closed to lock it, and then reinstall the cuff.

No, you can fix this. Pull the strap all the way out, find the Alligator where the strap is held between two pieces of Velcro, peel off the top layer, then reattach the strap to expose fresh Velcro. Alternatively, you can rotate the strap to attach the loose end to the Alligator.
The plastic piece that holds the straps has split apart. Is this normal?

My cuffs broke, and I can see a piece of wire coming out. What should I do?
